Recommendations

  1. Comply with the pilot judgment of the ECHR delivered in the Varga and Others v. Hungary case of 10 March 2015. Specifically, reduce overcrowding, increase non-custodial sentences and improve sanitary conditions.   

  2. Abolish ‘life imprisonment without parole’, considered as torture by the ECHR.   

  3. Adopt measures to decrease the number of pre-trial detainees and the length of pretrial detention.   

  4. Abolish prison sentences for juvenile petty offences.   

  5. Reform the system of ‘ex officio’ (public) lawyer appointments. Improve the quality and performance of ‘ex officio’ defense lawyers.
