“If you neglect your prisons, you do that at your own peril”

An honest conversation with the first woman UN Special Rapporteur on Torture

Alice Jill Edwards is a lawyer, academic and negotiator who has worked for many years on behalf of victims of human rights abuses. In 2022, she was the first woman to be appointed by the UN Human Rights Council as UN Special Rapporteur on Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. In this role, she transmits urgent appeals to States concerning people at risk of torture, carries out fact-finding visits to countries and submits annual reports to the General Assembly and the Human Rights Council. She has just presented a new report, in which she explores the most important global issues relating to prison administration.

Increasing the resources of prisons so that they can meet all their obligations is rarely a priority.

New prisons are built in places that are likely to be most affected by extreme climatic events.

Little has been done to guarantee good conditions for prisoners in the face of climate change.

So many individuals remain in jail indefinitely. I would like to see this end.
